Access 2002 - 2003 file format vs. Access 2000 file format

I am using Access 2003. When I create a new database, Access creates in
Access 2000 file format. My question are:

1. Why Access creates in the 2000 file format, not the 2002-2003 file format?
2. Why would I want to create my database in the 2000 file format, not the
2002-2003 file format or vice versa? Advantages & disvantages?
3. Other Suggestions?

Since all 3 of Access 2000, Access 2002 and Access 2003 can read the Access
2000 format, that's the default in both Access 2002 and Access 2003: it
maximizes the usability of the database.

However, to make an MDE, you must convert to the "native" file format:
neither Access 2002 nor Access 2003 can create an MDE from a database in
Access 2000 format.
