Absolute within a layout table cell?

Can I position a picture relative to a layout table or cell? I want the
layout centered, so I need something that is not quite absolute (!), but
simply dropping the picture in a cell is causing problems that I am trying to
avoid.

Make the picture the background image and then manipulate the position of the container.
