About user rights in Windows XP

Hi all!

Windows XP: is it possible to create an account with all the
privileges of administrator except the right to change network
settings (IP, submask, gateway, DNS of local network adapter)? if so,
how?

No.
If you gave someone all the privs other than those you state - they would be
able to grant themselves those.
People do *not* need to be administrators the majority of the time.
Give them 'user' rights and grant them rights they need after that.
