About Terminal Service Client...

The Windows executable is accessible from the cmd prompt

Start -> Run -> cmd -> mstsc /

The approach you provided meant mstsc could be controled using cmd.
Final objective is to start mstsc on screen.
I wanna looking for a client which may connect to remote and control remote
using command-line fully.
Does such tool exist?

Account is only authorized to connect by Terminal Service.
Telnet and the other services are not available.
 
I'm not exactly sure what you want to achieve, but remote
management of the Terminal Services itself is possible.

Sorry to bother you again..
Is it possible to use the "Terminal Services command" on local machine to
run/execute a program/command such as cmd,dir,cd on a remote server ?

I think you want Remote Command Service, not terminal services.
It's a Resource Kit tool, with a server and a client part (Rcmd.exe
and Rcmdsvc.exe).

Function:
Provides secure client and server for remotely running command-line
programs.
