About Group Policy

I just finished setting up the Windows 2003 SBS Installation and dcpromo.

Now, I want to create my first user.
I want to user her login name as password but fail to meet the password
complexity.
I want to disable the complexity requirement.

I change the policy in "Administrative Tools -> DC Security Policy ->
Account Policy -> Password Policy" but failed to add again.

I change the policy in "Administrative Tools -> Domain Security Policy ->
Account Policy -> Password Policy" but failed to add again.

I change the policy by running gpedit.msc "Computer Configuration -> Windows
Settings -> Security Settings -> Account Policy -> Password Policy" but
failed to add again.

Any body can help? Thanks.
 
If Group Policy Management Console (GPMC) is not installed, I suggest
downloading and Installing it -

This is an essential tool for Group Policy administration.

I'm not sure about SBS, but other Windows 2003 Server editions don't come
with GPMC, you have to download and install it.

As I understand it, you need to change the Password Policy setting in the
Default Domain GPO, not the Default Domain Controller GPO.

After changing the policy setting and closing the Group Policy Editor, (on
the Domain Controller) run the command:

gpupdate /force

This will put the changes into affect. Otherwise, you need to wait until
the next automatic refresh or restart the Domain Controller.

minutes with a randomized offset of up to 30 minutes. You can change these
default values by using a Group Policy setting in Administrative Templates.
Setting the value to zero minutes causes the refresh rate to be set to seven
seconds."
