about deleted infomation in recycle bin

I just would like to know where stuff goes ,when you delete it from your
outlook express email like when you block an email address,,,and also
deleting it from the recycle bin,

It just goes of your Hard drive (not really in technical way), every
file/folder you delete still can be retrieved from your HDD, but it is a Very
Very hectic and demanding job for both knowledge and Money = special
software?.

The space which occupied by these files/folders next time you write/create
a new file/folder it will overwrite the old sector/space and occupy it with
new data until next time you delete the data and so on...

Run disk Cleanup and Defrag in safe mode.
