I had same problem. Took me a long time to fix. This
problem inserts several registry keys and places a file
se.dll in your account's temp folder - C:\Documents and
Settings\<username>\Local Settings\Temp . This file is
write-protected and gets recreated as soon as it's
deleted. Here's what I did:
1) boot into safe mode using your normal username
2) delete se.dll file
3) regit - search for and delete all references to se.dll
4) use MSAS to set IE settings back to what they should be
5) use MSAS or msconfig to remove problems from startup

I'm not sure, but I also think this is related or linked
to Search assistant so I got rid of that too.
