If you are getting the web page rendered okay within the browser's
window, right-click and View source to see if maybe they actually
specified that title string to use in the title bar of the browser, such
as "<TITLE>about:blank</TITLE>".

After some further research, it appears Microsoft defined its own set of
internal procotols of which one was called "about". So you enter a URL
like "about:" (but it isn't followed by the double slashes).
"about:blank" is a URL to open a blank.html web page stored in
mshtml.dll. "about:NavigationFailure" opens navcancl.htm stored in
shdoclc.dll. See
