Ability to place pictures as background in office outlook

In the customization toolbar, is there a way to add a feature that allows for
users to change the background image in "Outlook Today"?
Instead of having a plain background, changing and posting pictures or
images can enhance the look of the Outlook Today view.

You can display any web page you want for Outlook Today. See
