Ability to Add Programs

We have always used an admin to install programs on local
workstations. We can now do this using email whereby the
user executes from email. The problem we have with this is
that you must be an administrator to be able to install
programs. Without granting this access to all our users,
can we control this using GP, the ability to install
programs without being an adminstrator?

As you have discovered, regular users can not install most software. Making
them a power user will allow them to install quite a bit of software. A
better solution would be to look into using software publishing and/or
assigning via Group Policy for .msi packages. There are also programs that
can help you package non .msi programs to be .msi packages for installing

Well I have a means to deploy, and giving the user Power
Users control will work for an install for that user, but
if the program was installed to be used by ALL users, then
it will not allow them to remove the program, (a process
necessary for the upgrade to take place) before doing the
upgrade. I was hoping there was a switch in GP that would
allow me to control this, but there does not appear to be
an easy way other than adding the user as an administrator
and who does that?
