Is there any entry in Windows for the LAN chip that
can change the behavior ? Have a look in Device Manager.
Your board is "PCI 2.2", and that means the PCI bus is
compliant with PCI specification 2.2. In the 2.2 spec, the
PME (power management event) and 3.3Vaux were added to the
pinout of the PCI bus. It is likely that the onboard LAN chip
has been hooked to those two pins, and when you do a shutdown
from Windows, the +5VSB from the power supply, is used to make
3.3Vaux, which keeps a portion of the LAN interface powered.
Somewhere in Windows, there should be a setting that results in
the PHY of the LAN chip being disabled at shutdown. It is just
a matter of finding it.
Page 18 of the Realtek 8201BL spec shows the PHY has power down
modes. At least one of those modes will make the link LEDs
turn off. The PHY is an extension of the LAN chip, so the
control will show up as related to the LAN interface, even though
in this case the PHY is a physically separate chip.
