After 2.5 yrs something is wrong. I noticed today that the Athlon 1400 was
showing up as a 700mhz. This happened 1 year or so back also and was easy to
fix. I remember it reverts to this if something interrupts start up, as a
safety fetcher. I reset the bus speed and clock. Now it won't start. Turn
it off and on and no go. It just hums along with a blank screen, no disk
activity. Has the MB gone bad?

Most likely you set something wrong and the BIOS is preventing damage to
your system by shuting down immediatly after power on. Do the fans come on
for a few seconds then shut off? You need to clear the CMOS. look in your
manual for instuctions or you can simply remove the battery for 5 minutes to
clear it. After the CMOS has been cleared you will have make all setting to
the BIOS as if the system were new.

It sounds like your CMOS battery needs to be replaced, that is why your main
board has lost settings. The CPU speed is the first to go on older A7V
boards. Just pick on up from radio shack or other store they are pretty
common the number is CR2032 or DL2032.

Mine was dead after a CPU and mem upgrade after 1 year of operation.I think the
vcore regulator failed,as the CPU heatsink stayed at room temp.Other components
got slightly warm, and the southbridge too hot to touch, until i removed all
drive cables.
If you can´t switch the system off with the ATX power button, the system is
definitely locked up or damaged, and not just waiting for something.
If you´re not getting any reaction on pressing reset,(LEDs,optical drives
making noise),or connected hds won´t spin up,but will with hd cable
removed, system is in serious condition, with the only hope being a faulty
connection.
