Does the power supply turn off and then back on? Or is it the same as a
"restart"?

Some options:

1) Press and hold power button for >5 seconds will turn the machine off.
(not ideal)

2) make sure APM/ACPI is set up correctly. In device manager, what is your
computer type set to? ("Standard PC", "Advanced Config...(ACPI)", "ACPI
Uniprocessor" etc.)

3) Check the options in the BIOS to make sure it doesn't turn itself on when
it shouldn't.

I am having the same problem with an old P2B that I am trying to squeeze a
bit more life out of. Since I upgraded to Win XP, each time I try to shut
down, the computer restarts instead. I have upgraded the BIOS to the latest
version (1012). This problem seems to span motherboards -- ant ideas out
there?
 
It tells you about this on the Microsoft Web site. It is because when XP was
loaded it detected a BIOS prior to 1999 (I think). XP then loads itself in a
particular way that cannot be altered. The way round it is to go to control
panel, power options, then something like APM and remove the tick from the
box. When you power the machine down now it will come up with " It is safe
to turn off your computer now" , just like the old AT's did. All this info
in Microsoft web site, cannot remember where, you will have to do a search.
