OK, maybe I didn't read the original description of the problem
well enough. You are saying assigning a private address, like
192.168.x.x to your machine works or assigning a public address
that your provider gave you, is working ? (Maybe if it is
bridged or something, the public address you use, is the same
one used on the other side of your ADSL box.)

On my computer, without a router, I needed a piece of software to
terminate PPPOE (typical North American standard). With a router,
the router can do the termination and also can have a DHCP server.
Is it possible you have to use your web browser and connect
to the router and set it up ? Maybe it has an admin interface
at
http://192.168.1.1 ? Maybe you need to enable DHCP in there,
set up authentication in the router, so the router sends
user/password info when needed ?
Does the manual have any details on what you have to set up ?
The thread above mentions the ability of the telco to admit
ADSL service based on a MAC address (the hardware ID in a
network card or in the router's WAN side interface).
Unless the service you are using has extensive documentation,
it is hard to guess just which part of this is broken.
It sounds like either the router box or your provider has a DHCP
issue... Or maybe the service you signed up for, specifically
doesn't use DHCP.
I took a look at the plus.net service, and they mention having
a DHCP like option and a static address option. Is the IP and
subnet you are entering, your public IP address ? Are you using
a private IP address picked at random from the valid private
address ranges ?
A little more detail would help, or give your provider a call.
I know tech support on these services is abysmal (mine kept
telling me to "wait till tomorrow", to see if the trouble
cleared up). If it is a plus.net service, maybe you could
walk us through what service you've signed up for, and
what equipment (brand/model number) has been delivered to
you in the way of a modem and/or router. I see plus.net
has a USB and an Ethernet equipment option.
