A weird deletion problem on WIn 2000 Server

I have a file sharing server running Windows 2000 Server. When I did my
most recent maintenance of removing an entire user-created folder from the
system, there was one EMPTY sub-directory that refused to be deleted.
Windows 2000 Server reported that the folder was "in use". So, I thought
one of the machines was still connected to it. I rebooted the Windows 2000
Server just to break off any connected users.

Upon restart, I immediately went back to the same empty folder and tried to
delete again. But once again, Windows 2000 Server reported that the folder
was "in use".

What can I do to delete this?

If it is being shared or there is some program that is using that folder then you can't
delete it.

Think about that folder and what it was used for and about any services that may have been
applied to it.
