A Serious Problem with Windows XP Home Edition

I have a problem with Windows XP home edition. I copied a
movie from a CD to the hard drive. When I tried to delete
the movie from the hard drive the computer started working
very slowly and prompt that I can not delete the file
because it is being used by another person or program.
When I opend the Task Manager I saw that "Explorer.Exe" is
using 98-99% of the CPU (that's why the computer is very
slow). I've tried rebooting and updating Windows.
What can I do?

Boot your computer in safe mode and select the console
option. That will allow you to delete the file.
