Are you having any luck solving this problem? If you go to
MS Knowledge or just type Cipher Strength 0 into Google
you get the same page of MS directions to repair this
problem. Have you tried? A few years ago I had a problem
with a security setting and the solution was almost the
same procedure so I thought this solution made sense. It
calls for re naming 3 files from .dll to .old, but I can
only rename 2, as the other is either write protected, or
in use. After you rename the 3 files you have to reinstall
IE6; I have tried the process several times and no luck,
perhaps because I can only do 2 of the 3. I tried copying
the stubborn file and renaming the copy. Still no luck. I
hope you have better luck than I do and if you learn
anything more will you please post it? I am really
frustrated. No online banking--no online Christmas
shopping--you can't even install crital updates from MS
because everything calls for 128 bit encryption. I did
have one more idea. If you happen to still have an earlier
version of IE installed you can go to MS and download a
booster that increases your cipher strength (earlier
versions of IE did not have 128 bit). Perhaps this would
help. However, if you no longer have IE 4 or 5; you can't
download them for install any more.
