"A required NT privilege is not held"; sec patch inst fails

Earlier today, I incorrectly titled this message "denial
of service". I'm resubmitting it with a better subject
line.

Does anyone know what might be causing, and how to fix,
the following?:

Background: Running Win2k, SP4. Run and update NAV
(realtime), Antitrojan, Windows Updates, etc. Scans always
come up clean. Troubles began after my system crashed
(blue screen/pointer only) when trying to install SP4 two
months ago. Eventually installed SP4. Shortly after,I
installed a firewall, but the problems below happen even
when the firewall is temporarily disabled.

Problems:
1) I now can't run my remote backup service, even
manually. I get the following error message: "ANS5174E A
required NT privilege is not held." I also get this
message in connection with some other applications,
although I can still use them. I have administrative
privileges, etc., and I've been able to, for example,
install software and modify firewall settings.

2) In the event viewer, I am not allowed to see what's in
the security tab. I'm told "A required privilege is not
held by the client".

3) Installation of the Microsoft Security Patch 823559,
always fails.

Any ideas?
