A Record (same as parent folder)

I am having a problem with my AD Int DNS. It seems that my DC's are entering
a Host (A) record in as (same as parent folder) which is causing my problems
because the "parent folder" being our domain, is also a web domain, so when
my users try to get to the website, they make it one out of many times. When
I do an NS lookup of the domain name it shows all the ip's of the servers
that are listed in my DNS with the A record (same as parent folder). How can
I stop them from registering?

Native 2000 Domain sp4 AD integrated DNS.
