A Picture Frame

Hello
In a file that I saw, it had a screenshot, and when clicked on it, in side
pane, under Custom Animation, it was written Picture Frame. What it is and
how do you get it? Moreover there were green & red symbols alongwith other
objects. Where do I find info on this aspect as well? BTW I saw this file

Seems to me like an ordinary screenshot, which you can obtain pressing the
PrntScreen button on your keyboard, or if you have Vista you can use the new
utility called Snipping tool.

Or you can use a program like SnagIt, which not only lets you get
screenshots but add al sorts of extra objects like arrows, call-outs and
such...
