Below are a few different ideas on this issue, if it looks like a rose and
smells like a rose in my experince it is a rose at least 75% of the time. I
know you have looked into the Roxio thing already but you may want to pursue
it a bit further before you go through the steps outlined lower in my post:

Note on the above article: It has also been reported that this problem can
occur with older versions of Nero and InCD software by Ahead Software.
Consider visiting Add Remove programs and uninstalling anything that has to
do with CD-ROMs or Disk Drives.
Some other troubleshooting steps are outlined in this article they are not
entirely XP specific:

It is strange that you are having this problem with Floppy, ZIP and CD-ROM
all at once, this would make me think that their is a good chance that the
above articles are in fact not relevant to this issue.
Step2- This may require a more genric troubleshooting approach.
First go to Device Manager and see if anything there is marked with an
exclamation and verify these devices are showing up and not disabled.
If the problem is not in Device manager boot the computer to Safe Mode. In
Windows 2000 you should have floppy and CD access in safe mode. If the
problem does not occur in Safe Mode implement a clean-boot:
We want to implement the Clean-boot process using MSCONFIG to rule out 3rd
party software as the cause of this issue. MSCONFIG from XP can be used on a
Windows 2000 Pro or Server client.
Go to a Windows XP machine find the file called MSCONFIG.exe and copy it the
Winnt direcotry of your Windows 2000 computer.
Go to Start\Run type in Msconfig and press OK.
Go to the Startup tab.
Click on "Disable All"
Go to the Services Tab
Click on "Hide all Microsoft Services"
Uncheck the 3rd party services that are left
Press OK twice to reboot.
Once your computer is restarted see if the issue still occurs. If it still
does go to Msconfig and select Enable All on the startup tab.
If the issue does not occur go to the Startup tab and select items 4 at a
time or so with reboots in between to narrow down the exact item causing
your problem.
Step3 Repost if none of the above fixes your issue. Let us know the
following:
If the drives are recognized by the Disk Management console
If the computer will access the floppy disk when you reboot.
If you can drop to a command prompt and access any of these drives
If the drives are accessible via some applications or if you have found
alternate methods to access the drives.
