I have a number of problems with IE 6.

1. When I go to Tools and select internet options I get the following
message...
"This operation has been cancelled due to restrictions in effect on this
computer please contact the systems administrator."
This is a home PC I am the only user and I haven't set any restrictions
so I am unsure how to proceed.

2. When I delete the history I have a couple of typed urls that won't
delete. Where are these stored and how do I delete them. I clear history
regularly and wipe cookies and internet content.

3. When I click a link to open in new window it does not open maximised is
there a way to influence the size of new windows.

4. I have then name of an old isp on my explorer title bar....in IE6 and
outlook express how do I remove them..

Please can anyone shed any light on how to resolve these issues...
 
Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.

How to change the title text of Outlook Express.
To do this, go to the Registry Editor, and then go to the key
HKEY_CURRENT_ USER\Identities.
After that, you should see 1 or more cryptic codes.
Click on each or all of them to see which one says "Main Identity" on
the right side.
After that, expand it to Software\Microsoft\Outlook Express\5.0 and
change "WindowTitle" to what you want it to be, probably just "Outlook
Express."
