a file that won't open, move, or delete

Hi, I'm wondering if anybody can help me with this. I
have this file that I can't do anything with. If I try
to open it, the computer tells me that it's being used by
another program, and that I should close that program
before performing the operation again. Same goes for
deleting the file, or moving it. So it just sits there
taking up space and won't let me do anything with it. I
want to get rid of it. Could someone please tell me how?
