I found 3 different instances of files named ~ on my Win 98 pc. I saw a lot
of hex characters in it but I could make out my email address entries in it.
What is this?

It is a known glitch in an MS update.......been around for eons. Well, 6
months at least. Rename it Address.wab or anything with the extension
*.wab......and you will see it is just a copy or backup of your address
book. It is quite safe to delete all 3 copies......usually they are on the
desktop and in C://Windows......

Copies of your address book left behind by errant Microsoft
code in one of their patches.

No problem, just delete them. It was rumored that Microsoft
was going to fix this problem, but I believe that they will just
wait until they can stop supporting the affected version(s).

It sounds like its an after effect of the April 2003 Cumulative Patch for
Outlook Express.

This included a bug where each time you may a change to your address book
(which could be a lot if you have chosen to add any one you reply to into
your OE address book) this backup file will appear on the desktop. I
understand this should have been username.wa~ , but instead, its just '~'.

Assumibng that is the case, there is no harm. Keep it or nuke it.

Microsoft must have hired some high school kids and paid them minimum
wage to screw this one up. Like how hard is it to be sure the file
name was typed correctly in their programming... Sheeeeesh....
Of course they could have been using a MS spelling checker....

I hereby rename Microsoft Corporation to ~ Corporation
