I have a floppy a drive and am running XP yet every time
I get the message to format the disk, and even trying to
format the disk gets an errror cannot format this is a
standard 1.44 floppy

The first thing I would check is that it is properly configured in the BIOS.
If it's not setup properly in the BIOS then you'll see very similar
symptoms.

I am wondering if this is symptomatic of a similar
problem I am experiencing...

Currently running a Maxtor 60GB (6Y060L0) as my primary
master (works great!). Just installed an older 1GB
Seagate (ST51080A) primary slave to use as a scratch disk
for Adobe Photoshop, Macromedia Dreamweaver, and just for
general backup purposes, etc. The only problem is,
Windows XP (Pro) is not letting me properly format it. It
recognizes the model but the format dialog
keeps "suggesting" that it is has a 257 GB Capacity (!)
and is formatted in the NTFS File System. While I wish
this were true, clearly, something is seriously wrong. I
even set the cylinders and heads etc. to their
appropriate specs in the BIOS but still to no avail.

What gives and where to next?

Very much in need,

Jason
