A COA per partition leglity

If you have 4 partitions, each with XP Embedded and use some type of
bootmanager to boot between them....

a) is that legal to do
b) would I need 4 COA stickers
 
a) yes, because you can run only one partition at the same time
It must be the same operating system, i.e. here 4 x XP Embedded.
It's illegal if you have one partition with XP Pro, because the
license
from XP-E can not license a XP Pro image.
b) no, only one
