A blue screen appear

Hello, I'm using a Windows XP Home Edition computer with 512MB of Ram and
800Mhz, when I'm downloading the program appear a blue screen to quickly and
my computer reboot, I don't know if is safe to download the program, can the
program make a problem in my computer?

What program? Do you mean Vista? Downloading a program should not cause
your computer to reboot. What file system are you using, FAT32 or NTFS? If
you are using FAT32 you may be downloading a file that exceeds the FAT32
limit on filesize, but even then you should only see an error message.
 
Choosing "run" rather than "save" (it's more common than one would think)
from the download prompt could certainly cause a blue screen if the software
is not compatible.

I'd be more interested as to what may be showing in the event viewer.

Rick's suggestion to look in Event Viewer means to type eventviewer.msc in
your run box>click on system>click first entry and use down errors to try to
see what error happened at time you got the blue screen. You can do the
same with applications but this would most probably show in system.

Event logs can be saved to send someone this way:

Event Logs
Event logs are another important troubleshooting aid. To save event logs: 1.
Click Start, point to Programs, click Administrative Tools, and then click
Event Viewer.
2. Click Log, click the log type (the options are System, Security, or
Application), click Log, and then click Save As.
3. Click the location to which you want to save the file, and give the file
a name with an .evt extension.
Save all three log files for future reference.

If you can be specific as to what caused the blue screen along the lines of
Colin's questions, and if you repeat the behavior you can freeze the blue
screen on what I assume is Windows XP if I assume you were trying to
download Windows Vista: See Charlie Russell's article here on how to
remove the check from Auto Restart:

Hit the windows + pause break key (brings up System Properties dialogue
box>advanced tab>at the bottom of box hit the settings button under the
heading "startup and recovery">Clear the Automatically restart check box,
and click OK the necessary number of times.
Restart your computer for the settings to take effect.
