99% CPU usage

(sigh), For some reason my CPU is almost always at 99-100%
usage in the task manager. And boy can I tell it! I've
tried the knowledge base and found an artical that
describes the problem and visioneer scanners, which I have
and so I tried to edit the registry ??? However I'm not
sure I did it correctly as the instructions were not
really really clear.

This is the article, and I created the new DWORD but am I
supposed to remove the old DWORD? and the polling time
interval is at 0. Does anyone know anything about this
stuff? Please?

If you're not comfortable working in the registry, you shouldn't do it. It's
an easy way to do irreparable harm to your system.

Open Task Manager and post back with the names of the 2 or 3 processes that
occupy most of your CPU time. If "System Idle Process" is occupying 90% or
more of CPU time, that's completely normal.

I'm kind of comfortable, I made a copy of the registry
prior to making any changes.
System 35-60%
System Idle process 49 - 69%
CISVD.exe 4%

My system is really flaky right now, It was acting up and
I reformatted and reinstalled both drives so I'm beginning
to think it may be a hardware problem rather than a
software problem.
