9700 overheating?

i have come to the conclusion that my 9700np may be overheating , as it will
lockup, switch monitor to standby(this seems weird) or reboot machine, have
upgrade my PSU and fitted a artic cooler to it , what else can i do ? doing
my bloody head in now :)

ideas?

I got a PCI slot cooler and installed it in the slot below the card.
This takes the air directly from the card and exhausts it out the back
of the case. I can feel the heat coming out when playing games like
Morrowind. I had similar problems to yours until I installed the fan.
 
I like this cooler, but in their installation help section the ATI card they
install it on does not have that stupid shim on it. Does this mean that 1.
You also have to removed the shim prior to using this cooler or 2. the
cooler allows for the shim to remain in place? Anyone know or have
previously installed this cooler on an 9700 or 9800?
