9600AIW question

I've hooked the card to my cable and while I get a pictures I get no sound
unless I connect through the VCR, does the 9600AIW have the capability to
decode the audio along with the video?

You did connect the audio out cable to the line-in input on your sound card,
right? Make sure the line-in isn't muted, volume turned up....
