9500 problem

I have vertical blue lines across display for first 2-5 minutes of work. It
is not driver issue cause it happens on the boot also (but not the blue
lines anymore, on boot I have some weard artifacts on letters or this small
WinXP symbol).
I put card to my friends machine who has same one, and it worked fine.
After few days of investigating I am focused on my PSU.
Could it really be PSU problem ( it`s Codegen 300W, not some big brand
name).
config:
Athlon XP1700+ on MSI KT3 not overclocked,
Powercolor 9500 NP 128MB (modding OK, 9700PCB, :-))),
120GB HDD, DVD+RW, DVD, and few minor PCI cards.
Monitor Samsung 757NF
 
If its a cheapo PSU (i never heard of Codegen) then it well could be the
cause, ask your friend if you can try his PSU in your system then you will
know one way or the other.
