I have been trying to get a slightly older machine running a 9500 pro
(bios flashed to unlock but not overclocked)to take newer catalysts
under XP.

So far I have installed Cat 3.0 cat 4.5 and cat 4.6 completely
removing old drivers each time and in every case the install appears
fine but directx and opengl are unavailable. 3dmark2001 fails and
dxdiag shows opengl and directx as disabled.

Restoring the ancient drivers from the original CD fixes the problem.
3dmark2001 runs and all dxdiag is normal.

Has anyone come across this before ???

Have you tried re-installing DX9 after installing the Cats? Also, are you
running 9.0b? If I ever used to lose acceleration on 3d in the old days a
re-install of DX9 always fixed it. Doesn't happen anymore, but in the early
3.xx days it happened all the time...

Have you considered the possibility of a bad flash on the card itself
? Have you tried flashing it back to the original bios, or maybe
reflashing the current ?

It really sounds like a pooched flash more than anything else...
