Less complicated for who? The person who's responsible for mail
configuration or the email users? It's definitely less complicated because
there's no mail client configuration required. A functioning web browser and
internet connection is all that's needed. Not necessarily true for mail
users though. I think OL Express is less complicated for (non technical)
mail users as long as they don't have to set it up themselves

I would disagree. gmail, from a usability standpoint, is generally much
more friendly for a novice user. Conversations are very clearly threaded
and configuration options are minimal, which is exactly what you want for
someone who is completely novice.
