9 Pin Connection converted to USB not working

I have converted a transcription foot pedal to my laptop. It is a nine pin
pedal and since the computer I have doesn't have one, I bought a converter to
a USB port. It doesn't seem to be recognizing it and I can't fix it.
 
If the foot pedal was never designed to use such an adapter, then as you've
seen, the attempt will fail.

You simply can't cobble together a bunch of adapters and assume it will
work.

Your best recourse is to get a transcription foot pedal that is designed to
work in a USB port. If you need it to work with other ports, check that it
will support the other port in question before purchasing it.
