This has nothing to do with your software or Windows, but is a limitation of
your burner. Not all burners are created equal - older burners may have a
650 or 700Mb limit. Please review the list here
http://www.medeainternational.com/info/90min.htm if your drive is not
listed, and there isn't a firmware upgrade available, from the manufacturer,
to increase the burning capacity, then there is nothing you can do but use
them as 700MB. There is a link to a more comprehensive list; although the
site is in German, it shouldn't be too difficult to translate the table
headers.
So the only solution is to purchase a drive that is rated as being able to
handle 850MB discs.
