56 k modem - speed 28 k

There are many factors it COULD be - which ones have you explored?
 
If you have an underground phone line, and at somepoint you
or someone else paid for two seperate phone lines, your
telephone company installed a digiloop at your ped. This
split the one line into your home into two, thus instead of
a line capable of 56K you have two lines capable of 28.
Your modem uses only one line and can only connect at 28K.
Call your phone company and have them check out your line.

Darrin is right. I had the same problem when I put in a
second line. I took it out and it went back to 56k. Even
if it is not underground the phone company will put a
neighbor on your line without u knowing it. Have the
phone company check it out.
