I downloaded and installed both, but nothing happened.
The only instructions I could see said to right click and
install, which I did (I had IE6 closed).

Hi Rico - When you say "nothing happened", what exactly do you mean?
Are the dropdown lists of addresses still shown in IE Address Bar and/or
Search Bar?

When I install either DelExplorerMRU.inf or
DelSearchMRU.inf, no window or notice pops up and the
items I want to delete (user name logins, search history
at some sites are still there).

I imagine that that is normal.

Are you making sure that no instance of iexplore.exe is running
when you do this? Sometimes the registry values that we see are
just residual from the last time that IE was totally closed. The real
values which will be rewritten once the application is closing are in
memory. Hence clearing the registry values without closing the
application may achieve nothing. I know this is true for TypedURLs
at least and think that Mike usually issues this caveat for them.
I'm surprised not to see it mentioned in the web page.
