4 GB RAM configuration for Oracle 8i

We have Windows Server 2003 EE under 'Client -Server' environment for Oracle
8i database and application in Oracle Forms.
Now due to the performance requirement we have added 2GB RAM (existing 2GB)
so total RAM becomes 4 GB.
For Oracle to use around 2-2.5 GB RAM ,we have added '/3GB /PAE' in boot.ini
but oracle is still using page file to allocate memory SGA.(because after Db
down page file usage gone rapidly down and after Db start page file usage
goes high with memory amount equal to 'Total SGA Memory')
How can we availiable RAM to Oracle?
Plz help us out.

WS 2003 sees the additional RAM, correct?
What does Oracle tech support have to say? That would be the first place to
try, if Oracle still provides support for 8i, which is pretty old.
