Basically i don't want to draw too much power on my motherboard but would
like to use the motherboard fan control. What type of fan do i get that can
be powered by the power supply while the motherboard bios control the fan do
they even have this kind of fan? any recommendation

That cable has NO fan monitoring capabilities. It will allow you to neither
sense the fan speed nor to control it.

If i use a 3-pin to 4-pin Adapter with RPM Monitoring for my fan does it
mean
it will only monitor the rpm of the fan only and the motherboard bios will
not be able to adjust the fan speed or will it do both monitor rpm and
adjust
the fan speed

There is no such fan. For the motherboard to monitor and control it, the
fan must connect to the motherboard for power and monitoring.
