2nd Video Track?

Does Movie Maker have an option to add a second video track? I have pictures
that I want to insert (fade in and out) over a video but can't seem to figure
out how to do so without breaking the flow of the video. I can't sync the
video back up after the break. I put the audio from the video on the audio
track so I don't have that problem with the sound but I am not sure how to
solve the video track problem. Any suggestions?
