2nd User Can't Open db on LAN

We moved the back-end of an Access 2002 mdb to a LAN server.

When person1 opens the db, person2 gets a message that
"Access can't open the file 'admin'...".

If person1 closes the db, person2 can open it with no
problems.

If person2 opens the db first, person1 can open it without
problems!

In Tools|Options|Advanced the default open mode is shared,
and "Open the database using record-level locking" is
checked (both computers).

Does anybody here have any ideas?
 
All users need read/write/create Windows permissions on the folder where the backend is located. This is so the associated ldb file can be created.

Both of these users have RW permissions on that directory
and all the files in it.

I'm looking into the server's security setup, but there has
been a sudden surge of work here, so it may be a few days
before I make any headway. Plus, I'm not a network
engineer, so headway doesn't come easy. I'll probably be
back with better info and more questions next week.
 
But it's the create permission that is needed. This is so the users can create the associated ldb file. If the first person in doesn't have create permission, they will open the mdb exclusively.
