2nd hard drive does not show up

I put in a new 2nd hard drive to my desktop, and when I start Windows
XP, the drive does not show up under "Disk Management". This is the
screen that comes up when you right click "My Computer", go to
"Manage", and select "Disk Management". When I do this, there's a
"Disk 0" for my original drive, and a "DVD-ROM" drive. But shouldn't
there be a "Disk 1" for the 2nd drive? Is there some other driver that
has to be installed for this? The drive did not come with an
installation CD or anything. It's a Seagate 40gb SATA drive.

1. Did you jumper/cable the drive correctly?

2. Does the drive show up in the BIOS?

3. If the drive shows up, try formatting it with a Win98 boot disk.
