As Microsoft suggested in your first post, Magic Folders may
have encrypted the files by calling the WinXP encryption tool.
If so then you may have to consider this unfortunate event as
an unpleasant reminder to back up all your important files on
a weekly basis to at least two different media. Did you check
the Magic Folders FAQs?

But if they are encrypted by that application, you may need to use
that application to decrypt the data.
You may also need access to your original profile as it was before
formatting.
Recreating the profile will probably not be sufficient.
Suggest you contact the manufacturer to determine your options.
