28 encryption for internet explorer6.0

I am running an older computer with windows 98 and internet explorer
version6.0.2880 with 0 bit cipher strength and update versions;sp1;q831167.
how do i upgrade to 128bit encryption. every time i try to log on to a scure
site i get the error message cant find page. i found high encryption pack for
version 5.0 but not for 6.0. can any body help me
