256 CPU and system overloads

I have a four year old Gateway Profle and when I installed Win XP home version I also expanded the RAM to the maximum of 256 for this machine. Worked good for several years, but now the Task Manager shows the problems that I am having are related to exceeding the 256 capacity. Problem is the system cannot do multi-taking. Just moving the mouse at the wrong time, causes all to go crazy. The system idles at 20% of the CPU capacity, but just moving the mouse caused the percentage to jump to 40 or more

While the system states the mouse is working, does the mouse ever wear out and need to be replaced? Would this be a worthwhile action to try?

No, the most worthwhile action to try would be junking the machine and
buying a new one. Though if the maximum RAM the system can take is 256MB
then it's got to be a helluva lot older than 4 years. Back at the beginning
of 2000 I was running a 1.4GHz with 512MB and Windows 2000. You were ripped
off good and proper if that system was brand new 4 years ago. The P2 350 I
ran eight years ago could take 512MB.
 
The Gateway Profile is basicly a laptop configured to fit on a desk with a very small footprint. It has no box, just the inch and a half area behind the Flat Screen. I would like to limp along with this for another six months before another major replacement.
 
System Idle Process uses between 20 to 55 CPU
Webcomp.exe about 15 CPU

are these figures normal?
