2007 navigation pane scroll problem

All of a sudden when I click in the scroll bar area to go up or down the
scroll bar starts jumping around for several jumps before it comes to rest in
a random position.

It's a known bug. Ironically it was introduced by a service pack to fix other
bugs. There is a hot fix.
