2007 Converter No Longer Works

We receive Excel spreadsheets from taxpayers and we are beginning to get many
of them submitted in Office 2007 format. The File converter for 2003 used to
allow us to open the files but now they do not work on any received files.
Our users are having to e-mail the documents to their homes, convert them to
2003 using their home Office 2007 versions and then e-mail them back.

We involved MS Technical support and we were told it was likely due to some
addin being used by the sender (OneNote was mentioned). The only way the
files can be opened in 2007 is through the repair process. Now certainly all
of our received files are not corrupted.

I have yet to hear a plausible explanation why the converter does not work.
I even uninstalled my MS Office 2003, reinstalled, installed the converter
and still these files will not convert. We desperately need a solution,
short of migrating our entire enterprise over to Office 2007.

After the MS technician repaired the file in Office 2007, I was able to open
it in 2003 using the converter. Can I send him all our documents? ;) Here
is what the MS Technician sent back when we sent him one of the files to open:

I tried to open it as well, and there are problems with the file itself. It
wouldn't open in Excel 2007 without repairing it.



I ran a repair on it, and here's what was fixed:

Does the file have a special Print option macro or add-on?

If they send the files in a zip archive, do they open then? The zip should
protect the file, although a new 2007 file is actually a zip in itself, so
the file size won't reduce.

I notice these are being opened directly from the email which is never a
good idea, save them off somewhere and then open them. Also, if you insist
on opening them directly from emails make sure the temp internet folders of
all users are empty.

In the example below

Everything can be deleted.
