2003 Server Permissions problem

I noticed that every folder in the C: drive of my Windows 2003 server has a grayed but checked "Read Only" attribute. this is adversely affecting some programs. When I try to remove the attribute and click OK, I go back into the folder only to find the attribute has been rechecked. I've tried to uncheck and apply to all child objects and files. After going for a few minutes it completes and I click ok. I then go back into the properties of the folder only to find it checked again! This is a very small network and doesn't really require any security.

Can someone please tell me how to get rid of this Read Only permissions problem. Any help would be greatly appreciated. Thanks!

That's a bold statement. ;-)
