2003 can't send

I have 2k3. I'm on and exchange server connected to a
domain. My total folder size is 24180KB. Beginning at
11:30 or so this morning, all of my messages stopped
sending. They are sitting in my outbox. The largest
message is one I tried to send a few minutes ago (4:30PM)
and it' has an attachment of 536KB. The rest of the
messages in the outbox are 1 to 3KB in size. I had this
happen about a week ago, and my last resort was to Remove
outlook and reinstall it. This time I tried to "repair" in
add remove programs, Closed outlook and restarted,
nothing. I go to tools/send receive all..and it says it's
saved, but the messages are still there. I send test
messages to myself and they sit in the outbox. I can
receive messages, but can't reply. Has anyone seen
anything like this so far?

PS: I have one PST folder that is 9356KB in size in
addition to my server inbox (24180KB).

We had a similar problem that turned out to be too many messages in the "SENT" folder; after deleting them, we were able to send again. In the meantime, you can drag your outbox messages into the DRAFT folder to resend in smaller increments.
