If I have a 2003 member server as part of my 2000 Active directory, is there
any issue using the 2003 server for DNS?

Since a member server can't get AD replication (and the incremental zone
transfers that go along with it), I would rather have my DNS server as
an AD Integrated zone on my DC. But if the 2k3 server is hosting a
secondary or a standard primary zone of its own, there shouldn't be a
problem.
